Shop Act, EPF & ESIC Registration Gurugram
Quick answer: In Gurugram, Shop & Establishment registration applies only at 20 or more employees under the Haryana 2025 amendment (section 13A intimation below that); ESIC applies at 10+ and EPF at 20+ nationally. Does my Gurugram office need a Shop & Establishment registration?
Under the Haryana Amendment Act 2025, registration applies to establishments with 20 or more employees; below 20, an intimation under section 13A is filed instead of a full registration. Haryana also raised permitted daily working hours and enhanced penalties in the same amendment, so the record-keeping side matters more than it used to, even for small offices.
Which portal handles it in Gurugram?
Haryana Labour Department (hrylabour.gov.in). We file it, track the acknowledgement and keep the registers the department can ask for on inspection.
When does EPF apply?
At 20 or more employees, nationally — mandatory for employees earning up to ₹15,000 per month, voluntary coverage above. Monthly ECR is due by the 15th. Under the Code on Wages, basic plus DA must be at least 50% of total pay, which raises the PF base for many employers.
When does ESIC apply?
At 10 or more employees (counted at employer level, not per branch), for employees earning up to ₹21,000 per month gross — ₹25,000 for persons with disability. The ₹30,000 ceiling you may have read about has not been notified.
Do I still need a Shop Act certificate for a bank account or GST?
Banks and GST accept other proofs (incorporation certificate, Udyam, rent agreement). If your establishment is below the state's registration threshold, a Shop Act certificate is not something you can or need to obtain — we provide the right alternative proof instead.
What changed with the four Labour Codes?
They came into force on 21 November 2025. For a Shop Act-type establishment the practical changes are the new wage definition, mandatory appointment letters, single registration under the OSH Code at 10+ workers, and the factory-licence threshold moving to 20+ workers with power.
