School Affiliation & Recognition Consultant — CBSE, CISCE, DoE Recognition (New Delhi)

Quick answer: 2025-26 rule change most consultants haven't caught up with: CBSE's State NOC is now optional — apply with or without it, and if the state stays silent for 30 days (plus a 15-day reminder), a deemed-NOC applies. But the State Recognition Certificate is still mandatory — no NOC does not mean no state clearance. CBSE affiliation — eligibility, land, fees

Only a registered Society, Public Trust or Section 8 company can hold CBSE affiliation — never a proprietary or for-profit company. Affiliation is staged: fresh affiliation up to Secondary first (initial term 3 years), Senior Secondary comes by upgradation after running Classes 9-10, then 5-year extension cycles.

Land only sets your category now — sections are decided by built-up area (3 sections per 400 sq m, certified by the local body or a licensed architect). This decoupling, clarified via CBSE Notification No. 06/2026, changes how much you can actually run on a given plot — a distinction most consultants still get wrong.

SARAS 7.0 — the current application cycle

CBSE now runs affiliation through the SARAS portal (currently version 7.0). Two pre-conditions before you can even file: a UDISE+ code and a completed SQAAF self-assessment. Fresh affiliation and upgradation applications now attract a mandatory 100% physical inspection — there is no longer a documents-only fast track. CISCE / ICSE affiliation

The Council for the Indian School Certificate Examinations affiliates schools to a similarly non-profit entity (Society/Trust/Section 8 company), with comparable land, staffing and PTR expectations, a qualified principal (5+ years' experience), and a properly constituted managing committee. CISCE affiliation hinges heavily on the inspection report — we prepare the file and the premises together, not sequentially.

Delhi Directorate of Education recognition

The DoE has scrapped the old "essentiality certificate" requirement and moved to a self-certification model — a school certifies against a checklist of infrastructure, safety, teacher and PTR standards (73 checkpoints, down from 91) rather than waiting on a discretionary essentiality clearance. Recognition under the Delhi School Education Act & Rules, 1973 remains mandatory regardless of CBSE's own optional-NOC change — the two are separate documents, and a school still needs the State Recognition Certificate before its CBSE/CISCE file can go through.

Since November 2025, the DoE has also moved to recognise private unaided schools operating in previously non-conforming areas — bringing an estimated ~500 additional schools under DoE oversight and creating roughly 20,000 extra EWS/DG/CWSN seats citywide. If your school (or a site you're evaluating) sits in an area that was earlier treated as non-conforming, this is worth re-checking before assuming recognition is blocked.

RTE compliance & the 25% EWS quota

Private unaided non-minority schools must reserve 25% of entry-level seats for EWS/DG students under Section 12(1)(c) of the RTE Act, with state fee reimbursement under Section 12(2). Delhi runs a computerised EWS lottery (the 2025-26 draw allotted around 42,000 seats). A Supreme Court bench, by order dated 13 January 2026, directed that securing this quota be treated as a national mission and impleaded the NCPCR to monitor compliance — enforcement is tightening, not easing. UDISE+ registration

The 11-digit UDISE+ code is filed via Form A02 through your Block/District MIS office — not a self-serve online form — and requires state recognition first. Realistic timelines run 4-6 weeks in metros to 8-12 weeks in rural areas; the July-September window gets congested. Since UDISE+ is itself a SARAS pre-condition, a delay here delays affiliation.

Fire & building safety NOC for schools

An educational building in Delhi taller than 9 m or with ground plus 2 upper storeys needs a fire safety certificate under the Delhi Fire Service Act 2007 and NBC 2016 Part 4 — a two-stage process (pre-construction plan approval, then post-construction certification), typically valid 3 years, filed through the Delhi Fire Service. A separate building-safety/structural-stability certificate from the local body or a licensed architect is required for CBSE regardless of the fire NOC.

School canteen FSSAI, entity formation & educational land

School bus & transport compliance

CBSE-mandated norms (implementing Supreme Court guidelines under the Motor Vehicles Act 1988): yellow paint with "School Bus"/"On School Duty" signage, a speed governor capped at 40 km/h, GPS and CCTV, grilled windows with mesh, a female attendant, a trained driver with a clean record, a designated Transport Manager, and a valid RTO permit from the state transport department.
