LMPC Registration — Legal Metrology Rule 27 for Importers, Manufacturers & Packers

Quick answer: Anyone who pre-packs or imports packaged goods for sale must register under Rule 27 of the Legal Metrology (Packaged Commodities) Rules, 2011 — importers with the Director of Legal Metrology (central), manufacturers and packers with the State Controller — within 90 days of starting, for a fee of ₹500. Customs will not clear pre-packed imports without it, and every pack must carry the prescribed declarations, including the unit sale price required since 1 April 2022. We register, fix the label, and handle the notices.

The declarations inspectors check: name and address of manufacturer/packer/importer; common or generic name; net quantity in standard units; month and year of manufacture/import; MRP inclusive of all taxes; unit sale price (₹ per g/kg/ml/litre/cm/m — mandatory since 1 April 2022); consumer-care contact; country of origin for imports; and, for e-commerce, the same declarations on the listing. A registered importer with a non-compliant label still fails at the port.

Frequently asked questions

What is the government fee for LMPC registration?

₹500 under Rule 27 for a manufacturer, packer or importer; alterations to the certificate cost ₹100. State late fees apply if you apply more than 90 days after starting.

Who issues the LMPC certificate for importers?

The Director of Legal Metrology (central, Department of Consumer Affairs) through the online portal; manufacturers and packers register with the Controller of Legal Metrology of their state.

Is LMPC required for customs clearance?

Yes — customs requires the importer's Rule 27 registration and compliant pack declarations before clearing pre-packed commodities.

What is the unit sale price declaration?

Since 1 April 2022 packs must show the price per standard unit — ₹ per g or kg, per ml or litre, per cm or metre, or per unit — alongside the MRP.

Does an e-commerce seller need LMPC?

Marketplace listings must carry the same declarations as the pack; the seller who pre-packs or imports needs the registration, and the platform is required to display the declarations.

Is there a renewal?

Rule 27 registration has no fixed expiry; it is amended (₹100) when the name, address or product range changes.

What are the penalties?

Selling or importing without registration or with non-compliant declarations attracts fines under the Legal Metrology Act, compoundable at the department; repeat offences escalate.

Which products are exempt?

Packages above the prescribed weight thresholds for industrial/institutional consumers, certain scheduled formulations under the Drugs (Price Control) Order and other listed categories — we confirm against the current Rule 26 and Rule 3 exemptions before you rely on one.
