Eating House & Lodging House Licence in Delhi (2026) — The Police Licence Is Gone; Here's the Actual Checklist

Quick answer: There is no longer a Delhi Police eating house or lodging house licence. On 19 June 2025 the Lieutenant Governor withdrew police licensing under s.28(1) of the Delhi Police Act for hotels, motels, guest houses, eating houses, discotheques, swimming pools, video-game parlours, amusement parks and auditoriums; the Licensing Unit now handles arms and explosives. A restaurant, café, cloud kitchen with seating, guest house or hotel in Delhi needs an MCD/NDMC Health Trade Licence, an FSSAI licence, a fire NOC where Rule 27 applies, and the usual Shop Act, GST and DPCC items.

Still see "Delhi Police eating house registration certificate" packages for sale? They describe a regime that ended on 19 June 2025 (MHA withdrew the Commissioner's sanction the same month). Event- or performance-specific police permissions can still arise, and Gurugram/Noida fall under their own Commissionerates — we confirm those at filing rather than assume.

Frequently asked questions

Is an eating house licence from Delhi Police still required?

No. Police licensing of eating and lodging houses was withdrawn by the LG on 19 June 2025; the Licensing Unit now deals with arms and explosives.

What licence does a restaurant in Delhi need now?

An MCD/NDMC Health Trade Licence (₹10,000 registration + ₹11,500 to ₹28,750 a year by seats), FSSAI, fire NOC where applicable, Shop Act and GST.

What does a guest house need?

An HTL in the lodging category — ₹10,000 + ₹23,000 a year up to 20 beds, ₹15,000 + ₹34,500 above — plus fire NOC (hotels and guest houses above 12 m always need one).

Do I still need a police NOC for the HTL?

No. MCD removed the police-NOC condition after the June 2025 withdrawal.

Do events or live performances need police permission?

Event-specific permissions may still apply; we confirm with the district police before the event rather than assume either way.

Does this apply in Gurugram and Noida?

No — those are Haryana and UP Commissionerates with municipal trade licences under their own Acts; requirements are confirmed at filing.

What about a bar?

Add the Delhi excise licence (L-17 family) to the HTL/FSSAI/fire stack.

When exactly did the police licence end?

The LG's order is dated 19 June 2025.
