The honest version: the ₹10 lakh is a loan — interest-free and non-dilutive, which is excellent, but repayable. It is released in tranches against milestones after the Startup Support Unit rates the startup, so the application is really a business plan review, not a form. That is where most first attempts fall short.

Who is eligible?

An entity incorporated or registered in Bihar with a functioning office in Bihar, within the policy's age and turnover limits, whose taxes are payable in Bihar, recognised as a startup by the Nodal Agency (Department of Industries) through startup.bihar.gov.in. Recognition precedes funding; they are separate steps.

How does the money come?

As a loan, not a grant, despite the name — interest-free, repayable over 10 years, released against milestones after a rating by the Startup Support Unit. It is non-dilutive: no equity is taken.

Is this the same as Startup India / DPIIT recognition?

No. DPIIT recognition is central (turnover limit now ₹200 crore) and unlocks tax and procurement benefits; Bihar recognition is state-level and unlocks the state seed fund and space. Most Bihar startups should hold both, and the applications share documents.

Can an NCR founder apply by registering a Bihar entity?

Only if the business is genuinely incorporated and operating from Bihar — office, operations and tax base in the state. A Patna address on paper with the team in Noida does not qualify and is exactly what the screening looks for.

What is the Bihar Startup Scale-up Financing Fund?

A ₹50 crore fund-of-funds managed by SIDBI that invests through SEBI-registered AIFs rather than directly — relevant once a startup is raising institutional money, not at seed stage.
